This position has promotion potential to the NO-04 grade level. If selected below the full performance level, selectee may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. DUTIES:

  • Provide reference, research and advisory services in one or more of the following: physics, mathematics, electrical engineering, communications, engineering and/or environmental sciences.
  • Assist researchers in locating reference material from a variety of sources including Navy technical documents, external libraries and other research facilities.
  • Perform literature searches on topics of general interest to the command as well as process individual research requests.
  • Instruct library patron community on using products/services by organizing group workshops and one on one training.

QUALIFICATIONS REQUIRED:

Applicants must meet the following qualifications requirements of the Office of Personnel Management (OPM).

Basic Requirements: Applicants must possess 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor’s degree.

OR

Possess a total of at least 5 years of a combination of college-level education, training, and experience. (To qualify on this basis, you must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services).

In addition your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: Providing specialized librarian reference service in the area of scientific and technical literature.

OR

Possess 2 full years of progressively higher level graduate education or master’s in library science or equivalent graduate degree, e.g., LL.B. or J.D., related to the position.

OR

Possess a combination of specialized experience as described in A and education as described in B that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal 100 percent.
