Senior Librarian, Oceanside

The Senior Librarian assumes management responsibility for an assigned system-wide service and functional area of the Library; assumes responsibility for system-wide collection development and programming duties for assigned program area; plans, supervises, administers, coordinates, and evaluates the delivery of system-wide services for assigned area of responsibility; oversees and participates in cataloging and classifying books, video and sound recording, government documents, serials, and other material for the system; checks titles against databases; completes physical description of item following applicable rules; assigns Library of Congress and local subject headings to titles; classifies title using Dewey classification for nonfiction, print materials, and other systems for non print materials; interprets cataloging and classification rules and practices for other staff; supervises and oversees the physical processing of materials including labeling and application of protective covering; evaluates damaged materials for in-house mending, rebinding, and discarding; directs, coordinates, and reviews the work plan for assigned professional, paraprofessional, and clerical library staff and volunteers; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems; serves as a member of the Library’s Management Council; participates in the analysis and review of library services; participates on system-wide planning groups; identifies opportunities for improving service delivery methods and procedures; identifies resource needs; implements improvements; develops and installs new procedures and facilities to enhance efficiency and effectiveness of assigned functions and services; selects, trains, and motivates assigned Library personnel; assess training needs; plans, coordinates, and/or provides training; works with employees to correct deficiencies; implements discipline and termination procedures; participates in the preparation and administration of the assigned budget; submits budget recommendations; monitors expenditures; prepares grant proposals; implements and coordinates grant programs; researches and purchases books, periodicals, microfilm, CD-ROM, and electronic resources for the assigned area; ensures expenditures are within the approved budget; researches, analyzes, and evaluates statistical, financial, and demographic data for staff reports, studies, and surveys; prepares various reports on operations and activities as required; attends and participates in multi-agency and in-house professional meetings; represents the Library at a variety of meetings including local and regional task forces and committees; participates in the establishment of and maintains community partnerships with school districts, service organizations, and agencies serving the community; utilizes methods of proactive outreach and networking with groups and individuals in the community to develop collections, programs and services that are responsive to the needs of the community; plans and implements public relations for assigned services and activities; promotes Library services and resources; provides responsible staff assistance to the Assistant Library Director; provides assistance to Library patrons; researches reference, reader’s advisory, and technical questions for library patrons; explains use of automated systems, indexes, and databases; resolves complaints received from patrons; operates a variety of library automation, modern office, and other related equipment.
